PILOTS SHOW PERFORMANCE AUDIT COURSE IS ON TARGET

Edmonton pilot held January 15-19, 2007

Test results from the three pilot offerings of CCAF's new Fundamentals of Performance (Value-for-Money) Audit course indicate that the course is achieving its learning objectives.

The third pilot of the course was delivered in Edmonton during the week of January 15-19, 2007 (see group photo below), following pilots in Ottawa (November 6-10, 2006) and Halifax (December 4-8, 2006). Later this year CCAF will begin to offer the course in its final format.

An important aspect of the evaluation strategy for the pilot offerings was the use of pre- and post-tests. The Edmonton post-test average score was 72% of the total score possible and a 35% improvement over the pre-test average score. These percentages were identical to the Ottawa test results.

In Halifax, the post-test average score was 75% of the total score possible and a 50% improvement over the pre-test average. As a few Halifax participants were new to auditing the group’s pre-test average was lower than in Ottawa and Edmonton and resulted in a greater spread between test scores.

“These results strongly suggest that considerable learning is taking place during the course,” said course leader Bill Rafuse. “They are also consistent with the participants' ratings and comments on the course evaluation forms.

“With a little fine-tuning, we should have a first-class course going forward.”

Joining Bill Rafuse to teach the course in Edmonton was Norma Glendinning, Director, Performance Audit at the Office of the Auditor General of British Columbia, where Norma has worked as a performance auditor since 1997. Since she’s been with that office, she has taken a number of leadership roles including the development of her office’s performance measures, service plan and annual report. Her previous experience in the private sector with KPMG and her involvement with other professional organizations makes her a highly resourceful instructor for this course. We extend thanks to Arn van Iersel, Acting Auditor General of British Columbia for allowing us access to such a valuable resource.

Course participants were addressed by Member of Parliament John Williams, former chair of the House of Commons Public Accounts Committee, and Member of the Alberta Legislature Laurie Blakeman, Official Opposition House Leader. CCAF thanks these two individuals for bringing their valuable perspectives to the group.
