FAREWELL TO 2006-07 FELLOWS

THE HARD WORK WILL CONTINUE

After nine months of dedicated classroom work and on-the-job training at the Office of the Auditor General of Canada (OAG-Canada), the four individuals representing Cameroon, Mali, Tanzania and Thailand have returned to their home countries and families. From their positions within their respective Supreme Audit Institution (SAI), the graduate Fellows will be hard at work disseminating the knowledge and learnings acquired in Canada as well as implementing a Strategy Paper/Special Project they developed while at OAG-Canada.


Sikoro Keita (Mali), George Chabby Haule (Tanzania),
Laurentine Ngwu (Cameroon), Sirikanchana Karikanchana (Thailand)

The projects are usually designed to advance the practice of comprehensive/value-for-money/performance auditing, and are approved by the SAI of the participants' home countries. Mentors and advisors at OAG-Canada guided each Fellow in the development of a strategy paper setting out his or her project.


Laurentine NGWU (CAMEROON)

Having been appointed as State Inspector in 1997, Laurentine is currently responsible for the studies and statistics section of the Permanent Secretary of the Budget and Finance Disciplinary Council of Cameroon's Supreme State Audit Office. Her strategy paper/special project pertains to risk assessment, detection of wrongdoing and the establishment of a “fraud audit unit” within her SAI.

Sikoro KEITA (MALI)

Since 2005, Sikoro has worked as a senior auditor for the Bureau du Vérificateur Général du Mali (OAG-Mali). He played a pivotal role in the preparation of OAG-Mali's first annual report (in 2006) to the President of the Republic, the Prime Minister, and the President of the National Assembly. He is actively involved in the planning, management and conduct of audit missions of the institution. His strategy paper/special project deals with the subject of strategic planning in audit and “One Pass Planning”.

George Chabby HAULE (TANZANIA)

At the office of the Auditor General of Tanzania, George has been undertaking the responsibilities of Executive Engineer/Performance Auditor since 2003, and has worked on major audit projects in the areas of flood prevention and preparedness, and solid waste management. He has developed a strategic paper/special project on Performance Audit Quality Management System/Framework.

Sirikanchana KARIKANCHANA (THAILAND)

Sirikan is currently Head of the Thailand SAI's Human Resources Development Section, responsible for preparing human resources plans and budgets as well as developing training courses/tools for the staff of the SAI. Her strategic paper/special project deals with the application of OAG-Canada's methodology for “One Pass Planning” to help identify significant environmental risks, and to help carry out long-term audit planning for environmental issues in Thailand.

This work builds on the efforts undertaken by her colleague, Sirin Phankasem (Class of 2005-06), in the area of environmental auditing.

A SPECIAL GRADUATION CEREMONY


Sikoro thanked Sheila Fraser on behalf of the OAG, Gerard Bélanger on behalf of CIDA and Michael Eastman on behalf of CCAF
With the 2006-07 class being the last under a 5-year contribution agreement with the Government of Canada via its Canadian International Development Agency - CIDA (ended in June 2007), the CCAF Graduation Ceremony held on May 23rd, 2007, at the Fountain Room of the National Arts Centre provided an opportunity to celebrate this year's accomplishments and the success of the past 5 years.

During her speech at the Ceremony, Auditor General of Canada, Ms. Sheila Fraser, noted with pride the comments she receives on a regular basis from her international colleagues (other heads of SAIs) about “how much this program has contributed to strengthening their supreme audit institutions…how it has helped improve public sector governance and accountability… and in turn the democratic institutions in those countries.”

Representing the 2006-07 Class, Sikoro Keita of Mali underlined that in addition to the main training subjects associated with performance/value-for-money auditing, other knowledge and skills have been acquired in the areas of governance, accountability, leadership, communications and course design among others. He stated, “Thanks to this rich training program, we have accumulated extremely valuable human capital. We are going back home with an important reservoir of knowledge and experience which will help us improve the performance audit practices in our offices and certainly the public sector governance and accountability in our countries.” Mr. Keita, on behalf of the “Fellows” went on to say, “Our warms thanks go to the Canadian International Development Agency (CIDA) which sponsored this program and gave us the opportunity to develop our personal and professional skills and to live this great experience in Canada.” – a sentiment shared by all present.

TRUE “FRIENDS OF THE FELLOWS

As noted in CCAF's June 7th, 2007 Update, Mr. Manfred Kuhnapfel of OAG-Canada received the Friends of the Fellows Award for 2007, for his more than 20 years of involvement in the CCAF International Program. The award (a world globe) was presented to him (and his spouse, Patricia) by Mr. George Chabby Haule, participant from Tanzania, on behalf of the 2006-07 class of “Fellows”.Nick Hare, Chair of CCAF's International Committee and masters of ceremony for the Graduation event noted, “this year's recipient is very deserving indeed – A special person who has demonstrated a strong bond with, a tireless dedication to, and unwavering support for this program and its participants over many years. Both he and his spouse, Patricia, continue to care so much for this program and its Fellows.”

Ms. Sheila Fraser also congratulated Manfred, declaring, “he and his spouse, Patricia, have gone beyond the call of duty to make the Fellows feel welcome while in Canada by opening their home and sharing their time with them. I know the Fellows were truly touched by your generous hospitality and we all thank you for that. I think both of you truly deserve to be called friends of the fellows.”

CCAF'S AND PARTNERS' INTERNATIONAL WORK TO CONTINUE FOR ANOTHER 5 YEARS

The CCAF and its partners are extremely pleased to announce the recent approval by the Minister of International Cooperation of the Government of Canada's funding for the renewal and expansion of this CCAF-lead program for another 5 years.

Over this period, we will build on an already strong foundation of the previous IFP, by further strengthening existing components as well as adding new ones incorporating new activities, tools and elements to further improve the Program's impacts and results, while responding to ever growing demand for participation.

The new program will continue to focus on increasing capacity in the area of performance/value-for-money/comprehensive auditing in the SAIs of participating developing countries, and support Canada's foreign policy by strengthening democratic institutions abroad. This enhanced program, titled International Legislative Audit Assistance Program for Improved Governance and Accountability, or International Legislative Audit Assistance Program – ILAAP will maintain continuity with the past while making a transition to a more holistic and program approach, in keeping with the recommendations of a recent evaluation of the program and guidance from the Program's partners. More details on the new Program will be provided in a future “Update”.

CONCLUSION

As CCAF and its partners reminisce with satisfaction on Class of 2006-07, and the achievements of the International Program these past 5 years, there is also a sense that there is still much work to be done on Canada's contributions to improve our international partners' public sector governance, accountability and audit functions and structures. The recent decision by the Government of Canada (via CIDA) to renew the funding for CCAF's International Program for the next 5 years will ensure that our work in helping participating countries' SAIs build capacities in comprehensive/performance/value-for-money auditing and in turn their effectiveness as a “Supreme Audit Institution” continues and that the momentum generated through previous years activities will be maintained.
