 CCAF Provides an Overview of Performance Budgeting in the Government of Canada
In the spring of 2008 CCAF was asked by the World Bank to draft a paper on the generation and use of performance information in the Government of Canada. Lee McCormack (CCAF Director of Research) and Bruce Stacey (Executive Director of Results-based Management at the Treasury Board of Canada Secretariat) collaborated in this work.
The attached paper, Institutional Foundations for Performance Budgeting: The Case of the Government of Canada was presented at a major conference of Latin American countries in Mexico City in June 2008. The paper provides an overview of the Federal Government's recently redesigned expenditure management system and its key feature, the annual strategic review of the Government's direct program expenditures.
While much has changed in the fiscal outlook of the Government of Canada over the last few months, the underlying design of the new expenditure management system remains in place.
CCAF thanks the World Bank for its agreement to allow distribution of this paper to its members and it also thanks the Treasury Board Secretariat for its support and collaboration during the preparation of the document.

 La CCAF-FCVI offre un survol de la budgétisation axée sur la performance au gouvernement du Canada
Au printemps 2008, la Banque mondiale a demandé à la CCAF-FCVI d'ébaucher un document sur la production et l'utilisation d'informations sur la performance par le gouvernement du Canada. Lee McCormack (directeur de la recherche à la CCAF-FCVI) et Bruce Stacey (directeur exécutif de la Division de la gestion axée sur les résultats, au Secrétariat du Conseil du Trésor du Canada) ont tous deux collaboré à la rédaction de ce document.
Le document ci-annexé, Les fondements institutionnels favorisant la budgétisation éclairée par la performance. Le cas du gouvernement du Canada, a été présenté dans le cadre d'un important congrès à l'intention des pays d'Amérique latine, tenu à Mexico en juin 2008. On y offre un survol du nouveau système de gestion des dépenses du gouvernement du Canada et tout particulièrement, de l'examen stratégique annuel des dépenses directes liées aux programmes.
Bien que les perspectives budgétaires du gouvernement du Canada aient considérablement changé au cours des derniers mois, la structure du nouveau système de gestion des dépenses demeure en vigueur.
