The possibility of launching a new international organization for public sector controllers, accountants and treasurers was discussed at a May 20, 2009 session of the International Consortium on Governmental Financial Management conference in Miami, Florida.
CCAF was a member of a small steering committee that developed and presented a proposal for the organization. Possible roles for the new body could include capacity development programs, sharing of good practices, exchanges of technical expertise, and support for the implementation of professional standards.
Christine Walker, Chief Financial Officer of the Canadian International Development Agency, chaired the session. Reaction to the general concept, both at the conference and in earlier discussions, was positive. The next step will be to approach possible donors to seek start-up funding for the organization.
Ms. Walker was also a keynote speaker at the conference. Her address was on Finance and Technology for More Effective Systems: A CFO's Perspective. Kevin Page, Parliamentary Budget Officer for the Parliament of Canada, spoke on Budgeting in Times of Crisis: A Canadian Perspective on Stimulus Packages.

David M. Walker, former Comptroller General of the United States and head of the US Government Accountability Office from 1998 to 2008, presented the opening keynote address, on Factors that Led to the Global Financial Crisis. He expressed concern that the US, which is going deeply into debt to combat the crisis, does not have a plan to get its fiscal situation back under control.
Mr. Walker is now Chair of the United Nations Independent Audit Advisory Committee and President and CEO of the Peter G. Peterson Foundation. On its website, www.pgpf.org, the Foundation says the real US national debt is more than $56 trillion, and it calls for major reforms to the US tax and entitlement system. La possibilité de mettre sur pied une nouvelle organisation internationale pour les contrôleurs, comptables et trésoriers publics a été discutée le 20 mai 2009 à Miami, en Floride, lors d'une séance du congrès du International Consortium on Governmental Financial Management (ICGFM; Consortium international pour la gestion des comptes publics).
La CCAF-FCVI a siégé à un petit comité de direction dont le mandat consistait à élaborer et à présenter une proposition visant la mise sur pied d'une telle organisation. Les rôles possibles incombant à cette nouvelle instance pourraient inclure des programmes de développement des capacités, le partage des bonnes pratiques, les échanges sur l'expertise technique, et du soutien au chapitre de la mise en œuvre des normes professionnelles.
Christine Walker, dirigeante principale des finances à l'Agence canadienne de développement international, a présidé la séance. La réaction des participants face à l'idée de la création d'une telle organisation a été positive, et ce, tant au congrès qu'au cours des discussions qui ont eu lieu avant la tenue de celui-ci. L'étape suivante consistera donc à prendre contact avec des donateurs potentiels afin d'obtenir le financement nécessaire pour démarrer l'organisation.
Mme Walker a aussi participé à ce congrès à titre d'une conférencière principale. Son allocution, intitulée « Finance and Technology for More Effective Systems: A CFO's Perspective », a porté sur les finances et la technologie favorisant des systèmes plus efficaces, selon le point de vue d'une dirigeante principale des finances. Quant à Kevin Page, directeur parlementaire du budget pour le Parlement du Canada, dans son allocution intitulée « Budgeting in Times of Crisis : A Canadian Perspective on Stimulus Packages », il a abordé la budgétisation en période de crise et a présenté le point du vue du Canada sur les mesures de stimulation.

Intitulé Factors that Led to the Global Financial Crisis, ce discours a porté sur les facteurs ayant entraîné la crise financière mondiale.
