Publications
The results of our research and capacity development programs and activities are documented in publications, study reports, videos and other resource materials. Most are or will be available to subscribers / members for free download as they are developed. Some of these resources are the result of CCAF sponsored research and some are the result of joint ventures with other organizations. We also occasionally make available resources that have been developed by our members or others where they have a direct bearing on our core areas of interest.
Most of our products focus on the public sector; some deal with the corporate sector. Some are generic and some are directed to specific governments, or the health, education and municipal sectors, as well as different stakeholders in those organizations - governing body members, executive management, and auditors.

A package comprising: an introductory video, 40 page booklet, checklists & other hands-on components.
This product focuses on the information about an organization's performance that governing bodies obtain and use to fulfill their responsibilities. Knowing what information to ask for and how to use it are keys to effective governance.
This is a valuable resource for board members, councilors, trustees, legislative members and other governing body members who want to:
- assess and/or improve the information about the organization they govern that they obtain and use;
- get value for the investment they are making in governance information and information systems; and
- ensure the information they get and use is appropriate, complete and relevant to their needs and responsibilities.
This package will help governing bodies:
- determine the nature of information they need to do their jobs - the basis for what management reports to them and they in turn report to stakeholders;
- establish the fundamental qualities of information that will be useful to them;
- qualities that will help them interpret the significance of information; form judgments about performance and make strategic decisions; and
- ensure that conditions are met in the organization's environment that facilitates progress and a return on their investment and that allows information to be used in a positive way.
Packaged attractively and containing an introductory video, 40 page booklet, checklists and other hands-on components, Governance Information—Strategies for Success:
- provides a context for the importance of governance information;
- identifies the nature of information that governing bodies ought to have;
- provides a means to assess the quality and utility of current governance information;
- explains conditions and strategies for success in advancing the quality of governance information; and
- provides an outline of the steps that your organization could take in the short and longer terms if action is necessary.
Through a dialogue on important elements of governance, this product introduces concepts and practices that governing bodies may wish to consider in their efforts to enhance their effectiveness, in particular through an emphasis on the information they receive to make judgments about their organization's performance and decisions about its future.
Hosted by Peter Trueman, the 30-minute video features discussions with 21 members of governing bodies, executives, academics, regulators and auditors on common problems experienced by governing bodies in a wide variety of organizations. It also transfers on possible solutions, to some of these problems.
The package introduces a set of six important attributes of effective governing bodies. It includes a set of executive materials designed to enhance the video's value. It will help governing bodies and their senior management determine what performance issues are important in their organization, and what information governing bodies require about these issues to fulfill their decision-making and accountability responsibilities.
This publication is the result of a joint research initiative of The Princess Margaret Hospital Foundation (PMHF) and CCAF-FCVI. It addresses several issues concerning governance, accountability and performance reporting in relation to one of Canada’s largest hospital foundations.
A key objective was to suggest specific actions that the PMHF Board and management can take to advance their governance and accountability agenda – in a way that builds on current strengths and accomplishments. Another objective was to produce a practical frame of reference and set of ideas that leaders in other hospital and non-profit foundations would find useful in advancing their own efforts in these areas. The report examines several matters – people dynamics; board strategy, structure and process; performance information and reporting frameworks; and, board policies.
Canada’s health system, its current positioning and its future direction are the focus of significant national discussion. The importance of this discussion, and its evolution, is underlined and punctuated by several studies and events. Among them: the Romanow and Kirby reports; the insightful research and analysis work of many non-profit organizations; and, major policy institutional, resource decisions taken by governments. How the system and its parts are governed — and how accountability to the public is demonstrated — are key aspects of this discussion.
This publication outlines a set of principles to guide thinking and practice in relation to the governance, management and accountability of the health system. It seeks to support the efforts of the wide range of stakeholders to work together and to achieve excellence in providing adequate, timely and cost-effective health services to the Canadian public. It is addressed to those who most directly influence how health services are planned, delivered and evaluated. It seeks to contribute to the current national discussion about these matters — and to the actions that will follow from this discussion.

This publication puts a spotlight on an aspect of public performance reporting that, while frequently acknowledged, has been little addressed its human dimensions. It is based on the insights gained in interviews with over thirty leaders from across Canada.
Going Public-Leadership for Transparent Government is a first step in the exploration of three issues: What human factors most influence public performance reporting requirements and behaviors? What is reasonable to expect in relation to these factors? How can these factors be best managed to further better public performance reporting?
To help foster discussion and advancement on the issues raised in the report it also includes a self-assessment check-list to help start and provide direction for constructive discussion on these issues.
CCAF intends to pursue further research in this area in order to provide guidance and share experience in putting into practice the ideas in Going Public-Leadership for Transparent Government.

This publication provides a government management perspective on guidelines to support public performance reporting by governments to legislators and citizens. It is the product of a tri-government task force of deputy ministers and senior executives from Alberta, Canada and Ontario. In all, the Task Force recommends nine guidelines that taken together provide, in their words, "a focussed and forward-looking frame of reference, within which governments can advance more citizen-centered, results oriented, well-rounded and transparent public reporting". Our research program on this important subject is ongoing with further outputs planned for this year.
